What Do I Need To Do On The Sims 2 On Nintendo Ds To Build A Vault?

Hi I’ve been asked to build a vault in The Sims 2 (On Nintendo DS) By Frankie Fullisi if i spelled the name right. I’ve been looking everywhere to try and build the vault because Frankie Fullisi Said he needed a vault for a special delivery for him. Please Help!
